Peace between the member states of the European Union is counted as one of the main achievements of the process of European unity, and for good reason. Another open issue is whether Europe, if a common defence and security policy successfully emerges, will turn into another global great power merely pursuing its own interests. Should not Europe in its policies concerning non-member states of the European peace order also follow the principles that have proved to be of such a blessing for Europe?
