High up in the moors of northern England a body is found – of 14-year-old Saskia Morris, who disappeared a year previously. Not long afterwards, another girl goes missing – Amelie Goldsby, also 14 years old. The police in Scarborough are worried: is there a serial murderer at work here? The media are quick to dub the perpetrator the "Killer on the moors", increasing the pressure on Chief Inspector Caleb Hale.

Detective Sergeant Kate Linville from Scotland Yard is also in the area to sell her former family home.
